If you want to become a travel agent in Canada, you are entering a thriving industry with limitless potential. However, the legal landscape is not uniform; it shifts significantly across provincial borders. Consequently, understanding both travel and travel insurance regulations is your first step toward building a professional, compliant business.

At My Host Agent, we empower you to focus on your clients and build a strong, legally compliant foundation for your business. To clarify, below is the definitive, fact-checked breakdown of what is required to become a travel agent in Canada. In addition, you will find details on selling travel insurance through an Ontario-based host agency.

The Provincial Breakdown: Navigating Canada’s Regulations

While no federal license exists, several provinces have established their own governing bodies. If you reside in one of these areas, you must satisfy their legal criteria to operate.

The Regulated Provinces

N

Ontario:

Regulated by the Travel Industry Council of Ontario (TICO). You must pass the TICO Education Standards Exam to sell travel services legally.

Read TICO Certification Requirements

N

British Columbia:

Regulated by Consumer Protection BC (CPBC). Remote agents joining an Ontario host agency can typically operate under the Ontario license, provided all payments are processed through the head office.

N

Québec:

Régulé par l’Office de la protection du consommateur (OPC). To sell to Quebec residents, the agency itself must hold a Quebec license. Currently, we can partner with Quebec-based agents to sell to clients outside of Quebec. We accept agents who sell to clients in Quebec if they have both their POC and TICO licences.

The Non-Regulated Provinces & Territories

In Alberta, Saskatchewan, Manitoba, New Brunswick, Nova Scotia, PEI, Newfoundland & Labrador, and the Territories, there is no provincial or territorial “Travel Industry Act.” Nevertheless, you must still obtain a local municipal business license and register your business name with your provincial corporate registry.

Selling Travel Insurance: A Province-by-Province Guide

One of the most critical aspects of your role is protecting your clients with travel insurance. Because My Host Agent is an Ontario-based agency, specific insurance licensing rules apply depending on where you live.

The “Ontario Umbrella”: Why Every Agent Needs TICO

A common question arises: If I live in a non-regulated province like Alberta, do I still need Ontario certification? The answer is a definitive yes. Because My Host Agent is headquartered in Ontario, we are governed by the Ontario Travel Industry Act. Under TICO guidelines, you are an Outside Sales Representative (OSR) of an Ontario registrant. Therefore, regardless of your home province, you must be TICO certified to legally sell travel through our agency.

The Strategic Advantage of TICO Certification

Joining an Ontario-based host agency provides a massive advantage for your brand. Specifically, your clients gain access to the Ontario Travel Industry Compensation Fund. This fund builds immediate trust by protecting your clients’ travel investments in ways other provinces do not.
